ELSA - English Language Services for Adults
ELSA is a beginner and intermediate English program for adult newcomers to Canada.
The Canadian government pays for the program. It is free for students. The ELSA program is sponsored by British Columbia Ministry of Advanced Education and Labour Market Development. Students must be 17 years or older. Canadian Citizens and refugee claimants are not eligible to take ELSA. Prospective students should apply in writing, by telephone or in person to:

Western ESL Services will test applicants to assess their English level.
If they are accepted into the ELSA program, they can choose Vancouver Community College (Broadway Campus), or another school.DESCRIPTION:
- Full-Time Basic Program (Levels 1, 2, 3, 4, and 5)
This program provides students with functional English needed to live, work and continue their education in Canada. Classes are from Monday to Thursday. Depending on space availability, new students may start at the beginning of each month. Study lengths vary depending on the student's language level.
- Part-Time Basic Program (Levels 1, 1 literacy, 2, 3, 4, and 5)
This program provides students with functional English needed to from Monday to Thursday. Classes run in the morning, afternoon or evening. Depending on space availability, new students may start at the beginning of each month. Study lengths vary depending on the language level.
- ELSA classes help students learn English so that they can:
- take part in Canadian life
- get a better job
- take job training
- continue to study English at higher levels
- socialize with neighbours and friends
- communicate with teachers, salespeople, service people, medical personnel, and so on.
- understand local, regional, national and international news
- be informed about Canadian society, institutions and economy
- ELSA information in different languages

After completing the ELSA program, students can continue to take English classes at Vancouver Community College at higher levels. Students who complete ELSA receive a report card that is accepted by other VCC Departments.
